Cortisol does play a role in T4 to T3 conversion. So low cortisol can lead to hypothyroidism.

High cortisol though can can also lead to hypothyroidism by suppressing thyroid stimulating hormone (TSH) production and by elevating reverse triiodothyronine (rT3) levels. Low TSH inhibits thyroid hormone production while rT3 blocks the use of T3.
