Dandelion for edema
There can be various factors involved in edema, or water retention.

Most people should benefit from taking Dandelion. This promotes increased elimination of water through the kidneys, and a reduction in water retention.

Yes, dandelion root is high in potassium, which is a natural diuretic. In fact other foods high in potassium are also diuretic such as watermelon, orange juice, parsley, etc.

I wanted to add a note though that when people mention an herb such as dandelion it is important to mention the part used. Each part of the dandelion has different properties. The roots, leaves, latex, flower heads and seeds are all used for different medicinal properties.
